Centar kompetencija za pametne gradove (CEKOM) je rezultat zajedničke prijave i razrade šest istraživačko-razvojnih projekata od strane 20 partnera na temelju poziva Podrška razvoju centara kompetencija u okviru Operativnog programa Konkurentnost i kohezija 2014.-2020.
Ukupna vrijednost projekta je 149.631.384,15 HRK, od čega 95.357.525,75 HRK bespovratnih sredstava

The field of Smart Economics includes projects related to business improvement through innovation. Emphasis is placed on strengthening entrepreneurship and consumer relations. Projects in the field of Smart Economy result in increased productivity, but also recognition of local companies in the domestic and international markets.

|eRoaming platforma||Created an open e-Roaming platform with clearly defined e-vehicle charging locations, with real-time availability indication and the ability to book and use the charging station, with precision information included, Car Sharing locations and a fully digitized parking system that integrates information on available free parking locations. This platform will allow integration with other modules of the smart city platform, which will increase the efficiency, control and accessibility of parking charges, providing further increased road safety. Implemented a system that combines the possibility of charging e-vehicles, the use of car-sharing vehicles and the possibility of parking for all public transport stakeholders in the City of Rijeka and the Coastal Region. Model of central monitoring, analysis and sharing of key information on public transport and traffic in the City of Rijeka and the Littoral Region developed.|
The expected result of the project is the production of an eSigns prototype and a future set of new products / innovations created through variations of our technology that will contribute to boosting competitiveness and job creation.

Based on data from the HT network, a module will be developed as part of the overall Big Data application, which would relate to the direction of arrival / departure of visitors to a specific location / defined point; as well as the speed of movement of those same visitors. In this way, it is possible to show from which direction the visitors are coming to a specific location, and accordingly the traffic network optimization, additional promotional and marketing activities on more busy routes can be accessed, and the like. In addition to the directions, it will be possible to recognize the time of day when the inflow of visitors from certain directions is highest, which certainly provides an additional option for optimizing the traffic network for the purpose of improving the flow from the most frequent destinations in peek days (or nights).
Also, within this module it will be possible to define the speed of movement of visitors to a specific location. Defining speed is important in the context of separating car-based visitors from those walking to a specific location - this information may also be relevant in optimizing traffic infrastructure, as well as in promotional and marketing terms in order to tailor the offer to the more populous visitor population (whether it be pedestrians, or visitors moving in vehicles). Also, it will be possible to more accurately track the number of people in a particular location - those visitors who moved at a higher speed certainly stayed less time in the location.

Donte as a module of the overall solution will refer to a report on the type of visitors to a specific location over a period of time (hour, day, week, month). Visitor type implies demographic distribution of visitors (age, gender, country from which the visitor comes from a tourist, postal code if a visitor from the Republic of Croatia), length of stay at a location, number of people at a location in a particular period. This report can also be very useful in terms of optimizing the transportation network near a specific location; as well as in terms of organizing various events at a specific location.
|Teddy (virtual geographic view of users)||
Teddy presents a visual representation of the concentration of people in the wider area and their migration, based on data from the HT network. Teddy will allow you to view different demographics in a specific area for different time periods, with the ability to track the concentration and migration on an hourly basis for a defined area. Teddy will serve a wider view of the area, while a more specific location report will require a location scoring module to be launched.
Teddy's functionality allows the end user to view the intensity of the user's movement on the map (territory of the Republic of Croatia) with selected parameters with which the data can be filtered.
The Teddy filter will have the following parameters:
• time period (on selected day, yesterday, week, month, interval of two selected dates)
• gender (M, F, all)
• age (expressed in intervals, all)
• user type (business, private, all)
• hour of the day (if not selected, daily aggregations are displayed

In addition to the location scoring module, it is also envisaged to evaluate the location using the so-called location scoring module. pico cells, which would provide maximum precision in terms of the number of people at a particular location, at the smallest possible granulation of 5-10 minutes, but for microlocation, up to 50-100 meters in radius. In this way, specific sites could be evaluated to the extent that reports also show visitors who stayed on the site for a very short period of time, thus making this module the most accurate possible site evaluation report. Pico cells can be moved from location to location, so the system will be able to manage their locations and settings. The settings refer to the range and position of the cells implying the location.
The Smart Lifestyle area covers projects related to improving the quality of life. The main aim is about improving the health culture and quality of health of all age groups. But the projects are also about increasing the quality of life in various elements - housing, education, security, social inclusion, culture, sports and recreation, and sustainable tourism.
|Multifunctional device for two-way communication between citizens and the City||The device is innovative because of its unique industrial design and adaptability for people with disabilities. The service connects existing telecommunication services (public payphone on the new platform and WI FI) with other innovative services developed in the project, which enable two-way communication between citizens and the City of Rijeka at selected locations.|
|Security barometer||The service integrates data on the time and location of traffic accidents, thefts, misdemeanors and other criminal events in the City of Rijeka. The information will be available on mobile devices and a multifunction device installed at selected locations. Based on the information collected and processed, the service recommends that citizens and visitors move, and in the city services, areas where it is necessary to increase the degree of security in the city and thus increase the quality of life of citizens.|
|eTinerer – city movement||
A "personal assistant" system that guides citizens and visitors around the city and allows it to book, pay and use various services. The system uses dynamic data on traffic, placement, provision of various content in a way that adapts the data to the individual user and his preferences.
The service will be available on mobile devices and will be integrated with the multifunctional device system.

The system provides a display on the LCD screens of bus stations, booths, etc. about the current state of all smart gadget systems and applications that are connected.
The idea behind this view is to actually explore all the technical functionality for presenting information and display it on the LCDs of smart booths and other similar information desks in the jurisdiction of the city, so that the wider audience can see the data collected and processed within Smart City CEKOM Project River. As part of the development of the display itself, it will be predefined which displays will be visible, and a sequence will be created to plan the displays to be displayed on the LCDs themselves.

The Smart Governance area contains projects that make public authority transparent and make public and social services accessible to citizens. The above is a prerequisite for educating management employees (strengthening administrative capacity). However, the availability of different databases and the creation of an information service for communication with citizens are also important. These are projects that encourage citizen participation in decision-making and involve citizens in the process of drafting strategies, plans and other documents relevant to the local community.
